Background
Moorabbin Reserve consists of 10.6 hectares of parkland and currently serves as a home to the St Kilda Football Club, the Moorabbin Bowling Club and the Moorabbin Brass Band as well as providing large areas of open space. In September 2005, after extensive community consultation, the Kingston City Council adopted a Master Plan to guide the future direction of the Moorabbin Reserve. To assist all the parties in bringing the vision of the Reserve to a reality and as a major stakeholder with a 33 year lease over the majority of the Reserve, the St Kilda Football Club entered into an Agreement In Principle with the City of Kingston.

The Agreement In Principle provides for the following:
dot point Recognition of a partnership between the St Kilda Football Club, the State Government, the AFL, and the City of Kingston to fund the project;
dot point The sale of approximately 3,850 square metres of land along South Road to the St Kilda Football Club to enable the relocation of the Social Club; and
dot point Relinquishment of the existing lease arrangements by the St Kilda Football Club with a new lease for a modified area of the Reserve.

Major features and benefits of the redevelopment.
The main features and benefits of the proposed redevelopment are:
dot point Removal of the old grandstands, spectator mounding and other redundant buildings and fences around the oval;
dot point Development of new Football Club training facilities including offices, change rooms, gymnasium and meeting spaces;
dot point Development of a 4 lane 25 metre indoor pool which shall be used by the Club and also the community for activities such as rehabilitation and learn-to-swim programs;
dot point Development of an indoor sports court which shall be made available for local sports clubs/associations to use for training and competition purposes;
dot point Relocation of the St Kilda Football Club Social Club to more appropriate land along South Road;
dot point A new synthetic green and clubhouse upgrade for the Moorabbin Bowling Club (whom are supportive of the land sale);
dot point A new shared car-park for the Social Club and the Moorabbin Bowling Club;
dot point A new consolidated lease for the St Kilda Football Club; and
dot point New paths and landscaping throughout the Reserve.

Key steps in moving forward
To enable the demolition of the existing grandstands and the development of the new training facility, indoor pool and indoor sports court, the existing Social Club at the rear of the Reserve must be relocated to a more appropriate site
at the corner of South Road and Linton Street (see concept plan) in an area currently used as a car park and bowling green.
To enable this to occur, the proposal is for the St Kilda Football Club to purchase the land (totalling approximately 3,850 square metres) for $2.1M from the Kingston City Council.
The Kingston City Council, as the land-owner, was required under Section 189 and 223 of the Local Government Act to conduct a formal community consultation process on the proposed land sale prior to making its decision to sell the land.
